Dr. Pines, do you know why my Starmie messes with my radio and my TV?

He can turn it on and off by himself too.

I can't get him to stop.

If I had to venture a guess I would assume it has something to do with the signals originating from his core. Does it clear up if he is in his ball?

Yeah, but I feel bad if he's in the ball!

He's getting too big to just have hanging around.

I'd feel awful locking him up. He can't help it!

Then you will need to find a way to block the signal.

Put a little hat on each leg to match?

It's one of the most tried-and-true methods of blocking out unwanted signals. If I didn't have a metal plate in my head I likely would have a stylish tinfoil hat.
