Consider that Wailord can also breed with Kecleon (which you or I might classify as a reptile) or Farfetch'd (which appears to be avian). Pokémon simply do not operate according to the taxonomic divisions you or I might be familiar with; in fact, their classification is simpler if anything.
While it may be difficult to conceptualize how Sudowoodo might breed, it is not a tree or a rock precisely but rather a living creature that closely mimics both. In my opinion Pokémon don't breed in the traditional way but rather create eggs by some other process, which explains why no human here can definitively tell me where they come from.
